The Bill:  HB1129 Rep Paul Friel(D)

Title: Sale of Net Operating Losses

What Does it Mean: This legislation creates a Net Operating Loss Transfer Program in Pennsylvania, allowing certain start-up companies (primarily in biotech, tech, and similar innovative sectors) to sell their unused net operating losses (NOLs) to profitable Pennsylvania-based corporations. This provides non-profitable startups with immediate cash without diluting equity or taking on debt.

Votes:198-1 House, now moves to the Senate.

Title: Meat Packing and Food Processing Protection Act

What Does it Mean:  This legislation aimed at improving workplace safety and health protections specifically for workers in the meat packing and food processing industries.
