PA Budget 2026-27- Impact on Small Biz

Bill: HB2400

Title: Appropriations from the General Fund for the expenses of the Executive,

Legislative and Judicial Departments of the Commonwealth, the public debt, and the
public schools for the fiscal year July 1, 2026, to June 30, 2027.

What Does it Mean: Here are a couple of highlights:

  • investments in education funding, including 30min recess for students
  • the creation of a new Innovate in PA 2.0 tax credit program. $125 million
    funded through sale of Insurance Premiums Tax Credits. Credit available for
    life science and biotech startups, clinical trials for life sciences.
  • hundreds of millions of dollars dedicated to repairing state road.
  • $5 million increase for the state program to recruit and keep employees at
    childcare centers. This increases the money provided to each employee at
    licensed centers to $540 annually.

What is NOT in the Budget:

  • increase in Minimum Wage
  • legalized marijuana
  • major tax hikes
