Commerce Committee: May 6th

The Bill: HB997

Title: Protecting Pennsylvanians Personal Information

What Does it Mean:

This bill mandates that companies handling personal information secure it from hacking and compensate consumers for data breaches. It also allows consumers to seek damages through a private right of action, supplementing the Pennsylvania Attorney General’s enforcement powers under the Breach of Personal Information Notification Act.

The Go Big Small Biz Network’s Position: We oppose: This will place a significant financial burden on small businesses to insure they don’t get hacked. Holding them liable is ridiculous given some of the largest companies still ge hacked and have not yet figured out how to avoid it.

Passed: Commerce Committee 14-12 down party lines

The Bill: HB1067

Title: Preventing Gift Card Scams

What Does it Mean: requiring retailers selling gift cards to post clear signage warning consumers about gift card scams and what to do if they suspect they might be a victim of a potential scam. Retailers would also be required to train their employees on how to identify and respond to gift card fraud.

The Go Big Small Biz Network’s Position: We oppose. Another financial and time burden on small businesses.

Passed: Commerce Committee 14-12 down party lines.

The Bill: HB1263

Title: Keystone Saves Retirement Accounts

What Does it Mean: a voluntary employee retirement savings program that would expand access to private sector individual retirement accounts (IRA) to the over two million Pennsylvania workers who currently have no opportunity to save for retirement at their place of employment.
The Go Big Small Biz Network’s Position: We oppose. This is a half-baked solution to address the lack of retirement savings in the workforce and WILL unfairly burden small business owners who are more likely to not have a company sponsored retirement plan. Your time and resources are precious. In other states that have implemented this, the employer paperwork is immense.

Passed: Commerce Committee 14-12 down party lines.
