The Bill: SB1260 Senator Devlin Robinson
Title: Licensure of Electrical Contractors and Electricians
What Does it Mean: It creates a State Board of Electrical Licensure and requires state licenses for electrical contractors, electricians, residential electricians, apprentices, and probationary electricians who perform “electrical services” for pay. Electrical services mean installing, repairing, altering, or maintaining components of a premises wiring system.
- Exempt (no license required):
Homeowners working on their own residence.
Replacement of lamps and fuses; connecting portable appliances to existing receptacles; limited work on domestic-size appliances that starts at a previously licensed outlet and stays confined to the appliance itself; certain utility, railway, federal, communications, and demolition work; and (under House amendments) employees of commercial, industrial, or manufacturing facility owners doing maintenance on their employer’s own premises.
- Not exempt:
Anyone performing electrical work on premises wiring for monetary compensation for others—including contractors, HVAC companies making electrical connections or panel work for customers, and similar paid services—unless the specific task fits one of the narrow exemptions above.
- Unlicensed practice is prohibited, with penalties for violations.
