The Bill: HB300

Title: The PA Fairness Act

What Does it Mean: 

It proposes amendments to the Pennsylvania Human Relations Act (PHRA) to explicitly prohibit discrimination based on sexual orientation, gender identity, or expression in employment, housing, and public accommodations.

Impact on Employers:

  • Legal and Compliance Obligations (update handbook, training programs ect…)
  • Smallest Business would struggle in terms of costs of compliance and legal consul.
  • Unintended consequences: burdensome requirements, frivolous complaints and a lack of clear guidance.

The Go Big Small Biz Network’s Position: this bill would create administrative burden on the small business and force extra cost in legal consultations and HR departments.
