Title: Updating the Beginning Farmer Tax Credit Program

What Does it Mean: This exist already but will extend to both buyer and seller and extend from 1 year to 3 years.

The Bill: HB820 

Title: Working Pennsylvanians Tax Credit

What Does it Mean: Working PA Tax credit for low-income workers.

Passed: Finance Committee 17-9

Quotes:

Rep.Sappey: “Saves us $3 on a $1 in social safety programs. It’s a smart investment in people.  It is capped.”

Rep.Samuelson: “Federally this has been around since Nixon. Federally $2600 per person.  PA would pay out 30% of the Federal payment.  PA Dept of Revenue fiscal projection is $598M per year.”

Rep.Fritz: “$600M hit the state revenue.”

Rep.Jones: “$600M could take from our universities Pitt/PennState that are private and have endowments.  The ROI will be great.”

Rep.Kephart: “Welfare program. Get more than you pay in.  I don’t like tax credits at all.  Average person doesn’t know about tax credits.”

The Bill: HB1058

Title: Repealing the Lottery Profit Margin

What Does it Mean: repeal the profit margin on the Pennsylvania Lottery.  This change will allow the Pennsylvania Lottery to compete with other forms of entertainment more effectively, and put the Lottery on better financial footing 

Passed: 25-1

The Bill: HB852 and HB853 also passed.
