Summer Legislation You Might Have Missed

No vacation for the Full time Legislators in the Summer. Here are a few more Bills:

The Bill: SB 961 (Senator Coleman)

Title: Freedom in Public Contracting Act

What Does it Mean: ensure all contractors have an opportunity to bid on public works projects in Pennsylvania. The Freedom in Public Contracting Act will ensure that all contractors have an opportunity to bid without discriminatory conditions that unjustly favor a select few.

This will ensure that all contractors, including small businesses, have an equal opportunity to bid on public works projects in PA without discriminatory conditions. It levels the playing field.

The Bill: HB 1774 (Representative Steele)

Title: Income Taxes Overpayment Refunds

What Does it Mean: give the department more flexibility in cases where a taxpayer petitions for a refund of an over-payment over three years old. 

The Go Big Small Biz Network’s Position: We Support fairness to taxpayers,

financial relief for small businesses.

The Bill: HB 1746 (Representative Borowicz)

Title: Part-Time Legislature — Constitutional Amendment

What Does it Mean: reform to put back in the Pennsylvania Constitution a part-time legislature as it was prior to 1968.


The Go Big Small Biz Network’s Position: We Support: What if we reduced the hours by 1/2?  What would it look if we don’t have 1000’s of bills to review? How effective could our legislators with less time?

The Bill:  HB1805 Rep Johanny Cepeda-Freytiz (D)

Title:  Tax Payment Penalty Freeze

What Does it Mean: this legislation proposes freezing penalties and fees on past-due taxes for taxpayers who stay current on a duly authorized payment plan. Past-due amounts accrue interest quickly, making it critical to avoid delays initially. Entering a payment plan demonstrates a good-faith effort toward solvency, justifying the freeze on additional penalties. The legislation also preserves the individual’s right to appeal their past-due tax liability while in the payment plan.

The Go Big Small Biz Network’s Position: In general, the provision preserving the right to appeal past-due tax liability we would support.

The Bill: HB145 Rep Krajewski(D)

Title:  Reintroduction – UC for Striking Workers

What Does it Mean: Striking union workers would be eligible for unemployment.

The Go Big Small Biz Network’s Position: Oppose, this would increase financial burdens on small businesses, which fund unemployment insurance through payroll taxes.
